os-brick: Add Windows support

This blueprint proposes adding Windows support in the os-brick module. The goal is to support attaching/detaching volumes exported using iSCSI or SMB based backends. This will be implemented based on the Nova Hyper-V volume drivers, which could later be removed, using os-brick instead.
This will help the Windows Cinder Volume drivers achieve feature parity, implementing volume migration on top of this.
