Optimize the flow of uploading a volume from rbd backend to glance rbd store

Currently when we upload a volume to image, if the cinder backend is rbd and glance store is rbd, we follow the slow operation of copying the volume chunk by chunk.
We can optimize this path by using COW cloning from volume to images pool like we do in create volume from image flow.
