optimize available-zone-list api

Currently cinder available-zone-list API present available zone of all cinder volume Whether it‘s state is up, and not present the capacity data of this zone.
So we want to optimize this api,
1) Just present the available zone of cinder volume which is online and up.
2) Present the total and free capacity of these available zone.
