Add support for over subscription with thin provisioning in NFS driver

We will want to modify the NFS Driver capacity reporting as outlined in the https://blueprints.launchpad.net/cinder/+spec/over-subscription-in-thin-provisioning specification so that the scheduler can be aware of the thin provisioning/data reduction provided by the NFS back end. Legacy nfs_oversubscription ratio and nfs_reserved_ratio will be deprecated, with corresponding messages, for one release and removed entirely in the next release.
