NetApp E-Series: Implement volume tagging on backend

he E-Series back-end does not allow volume names to be longer
than 30 characters. This means that volume UUIDs have to be shortened
in order to use them on the back-end. However, this does make it
difficult for admins to identify the volumes in the E-Series management
software.
In order to resolve this issue in the future, new volumes will be defined
with a metadata tag that allows the admin to search by the Cinder volume
name in the UI.
