NetApp cDOT: Add support for storage based encrypted volumes

NetApp cDOT arrays support volume encryption at the storage layer. Aside from the generic encrypted volumes, this functionality is expected to be helpful to users. We intend to add support to exposing the availability of pools that can support creating cinder volumes that have storage side encryption.
