Enable MySQL Cluster Support for Cinder

OpenStack today uses the standard MySQL DB with the InnoDB engine as the back-bone of the core services. InnoDB is an active/passive database with limited high-availability and scale-out capabilities. MySQL Cluster is a variant of the MySQL Database that uses the NDB (Network Database) engine. This database is ideal for massive scale-out and has been used in the telecommunication industry extensively over the years.
