new cinder API call to mark cinder-volume down

New API call is used to change the state of cinder-volume service 'down'
immediately. It is assumed that the one calling this API has made sure
cinder-volume host is down. Then using the evacuate API without a delay.
API usage applies mainly for cases where there is single host mapped to
cinder-volume.
