Enable managing multiple nodes of a cluster for Veritas HyperScale

Currently there is a problem where Veritas HyperScale Cinder driver manages only one storage node of a cluster and not all the nodes. This change propose updating Veritas HyperScale Cinder driver to manage multiple storage nodes of a single storage cluster.
