Create utilities to deal with LVM directly on a node

This will be the first step in offering a common block storage library and improving the LVM driver in Cinder. By separating the LVM specific code and making it independent this code could be imported/used by other projects in OpenStack as well as utilized by the LVM driver in Cinder.
