Create utilities to deal directly with disks on a node

Implement utilities to deal with a nodes physical disks/partitions directly. The idea would be to specify a via the config file that block-devices that are available for use by the OpenStack services, and providing utilities to do things like create partitions, and pass them up to drivers that use them directly.
