API to list all the allowed API calls for the current user

Currently, there is no way for the end user to know if he is or he is not allowed to make an API call. He needs to issue the API call and then see if it works or throws a HTTP Forbidden, which is suboptimal. This blueprint proposes addition of an API which will provide the user with a list of APIs which are allowed for him. This will be done by parsing the policy.json file against the user.
