Support LIO as an iSCSI backend

Currently Cinder most often uses tgtd to create iSCSI targets for volumes. This blueprint aims to enable use of LIO, a more modern alternative, by interfacing with python-rtslib. A new iSCSI TargetAdmin class will be created for this.

This came out of the mailing list discussion about the lio-support-via-targetd blueprint, as it is a more straightforward method to support LIO before implementing a targetd driver.
