Adding support for callhome plugin

This blueprint introduces support for the Call Home feature in the IBM SVf Cinder driver. For all users leveraging the IBM SVf Cinder driver, the Call Home service will be activated, enabling the automatic collection and reporting of telemetry data. This enhancement is aimed at providing IBM with deeper insights into customer adoption of IBM Storage within OpenStack environments. By collecting Call Home data, IBM can better assess the active usage of its storage systems across various OpenStack deployments. Since many current users are operating on older versions of OpenStack, it is necessary to backport this functionality to ensure comprehensive telemetry data collection.
