Split FlashSystem driver into common and FC

This blueprint is to split the current FlashSystem driver into common and FC part. The common part will be used by both FC and iSCSI.

flashsystem.py will be replaced with flashsystem_common.py and flashsystem_fc.py. flashsystem_iscsi.py will inherit from new flashsystem_common.py.
