Huawei: Migrate volume across backends

Currently Huawei driver just support migrate a volume between different pools of one single backend. Now we will support migrate volume across different backends if these backends(arrays) are connected by FC or iSCSI fabric. For this blueprint, these backends(arrays) should be all Huawei vendors.
