Hitachi: add extra spec "remote_target_ports" for GAD

This blueprint is to add extra spec "hbsd:remote_target_ports" which can set target ports for secondary storage on GAD(Global active device: https://review.opendev.org/c/openstack/cinder/+/796170 ) environment.
Setting target ports for primary storage is by extra spec "hbsd:target_ports", which has already supported in GAD.
