Cinder Hitachi storage driver

This blueprint adds a new Cinder driver to support Hitachi VSP storages. It will include the minimum set of Cinder features. Besides that, some new features are supported as well, like manage volume and so on.

Hitachi driver was deleted once in Queens, but Hitachi restarted the cinder project and renewed a storage API, so we will submit it again.

The bp targets the Victoria release. We will have the CI for its tests by the end of May.
