Implement HA Cinder nodes

There have been a number of bugs logged along the lines of "if I have a backend shared across multiple cinder nodes, why should it matter if the cinder node dies". Currently that's how Cinder is designed, this blueprint intends to address this request and implement the idea of an HA Cinder setup.
