add lustre cinder support

Lustre is a type of parallel distributed file system generally
used for HPC Site.
However, there is no support from openstack cinder
for Lustre. The inital implement of Lustre cinder
can be pasted from GlusterFs with some adjustments.
It will be really good that HPC users could use Lustre backend
to deploy openstack service.
