Add a config option for all volume drivers to enable reporting the discard flag (for trim/unmap support)

Right now each driver would need to report the discard capability in the connection information for each initialize_connection call. The plan is to add a config option that would allow a deployer to enable or disable this flag through the backend configuration in cinder.conf.

Drivers that do report the flag will be able to override this config option.
