Dell Storage Center Unit Test Updates for Kilo

We've expanded our unit test coverage to 80+% and have added a unit test module test_dellscapi.py to test our api module. We've also added some minor driver fixes found by unit and other testing. Some logging statements have been updated. All changes are in the dell storage center driver and unit test files.
