Could you please provide some more detail here? I'd like to see more information about exactly what the intent is, what you're trying to solve, how you're going to solve it etc etc.
In it's current form I'm likely to leave it as untargeted and let it just fall to the way-side, but I'd like to hear more about your intent.
I also think it would be good to submit a cinder-spec for this. That way myself and others will get the details we're looking for:
