Move the actively-developed Datera ISCSI driver back to the Cinder upstream tree

After version 2.4.0 the Datera iSCSI Cinder driver was not updated in-tree, but developed separately. Currently (as of March 2020) the driver got restored and submitted in a jumbo patch, however all the documentation and non-code changes have to be done too.
