Allow user to transfer volume across regions

As a user managing instances across different regions,
I would like to accept a transfer from a different region than the original one where transfer was created.
That would allow me to migrate a volume across region without going through the involved process of creating an image, downloading the image, uploading the image in the new region and creating a volume from it ¹

That much would be more efficient in terms of time, bandwidth and complexity.
