Integrate persistence support of taskflow for managing create volumes tasks in scheduler service

This blueprint is part of main TaskFlow's persistence blueprint (https://blueprints.launchpad.net/cinder/+spec/create-volume-persistence-taskflow-support) and describes implementation details for cinder-scheduler service. These changes will allow operators to safely shutdown cinder-scheduler for maintenance and make the service more reliable as the executed workflows will be resumed on service startup.
