create a driver in Cinder that utilizes raw disks/partitions

LVM is ideal, but there are folks interested in actually using an entire disk or partition directly for cinder-volumes. Once we seperate out some of the iscsi concerns and provide some utilities that deal with this model directly we can implement a local-disk driver that can be used not only for local block storage work but also be exported/used via iscsi.
