Add support for Cisco device FC zone lifecycle management

Add support for Cisco FC zone life cycle management

Allows automated zone life cycle management in the attach/detach
entry points of the volume manager for FC volumes (when fabric
zoning is enabled). Zones are configured automatically as part
of the active zone set for the specified VSAN in the FC SAN to
provide a more flexible and secure way of controlling access.
