Updated the NFS and NetAPP nfs driver to include qos functionality.

In the nfs_shares_config file, in the definition of the nfs share a tag could define the QoS capability of the nfs share, like: fast, normal, slow.
And the user should be able to select a QoS capability with a metadata of the volume "qos" or "nfs_qos".
