Cinder volume driver support for CIFS share

Add a cinder base volume driver (similare to NfsDriver) to support CIFS share.
The driver should support :
- create volume
- delete volume
- attach volume
- detach volume
- volume stats
- copy image to volume
- copy volume to image
- extend volume
