Deleting volumes from DB when the storage is no longer available

Sometimes, in lab/qualification environment, openstack admins are pulling the plugs off some storage backends to use a new one. When that happens, the volumes are undeletable without manual intervention in the database.

cinder force-delete is no good use.

We should have a cinder force-delete-from-db command to allow the deletion of volumes without having to go in the DB.
