Cinder access list filter

Given a set of *private* Cinder volume types and their associated list
of unique projects that have access to the volume type, creation of a
volume by a particular project doesn't always result in selecting that
volume type. The resulting volume may have the owner of the project but
the Cinder backend chosen is incorrect.
