Check if already managed before manage volume

Currently there is no mechanism to check whether the backend volume is already managed by Cinder before doing the import. We can just import the same backend volume to Cinder for many times and leave many volumes in Cinder but they are referring to exactly the same backend volume. If we delete one of the volumes, there is no mechanism to check whether the backend volume is referred by other volume and just delete it. This BP trying to solve these problems.
