backup tenant attribute support
Cinder has supported to query tenant id of volume and snapshot, for consistency, this will introduce backup tenant attribute in querying operation.
This function will help some system like billing software to classify backups from response when querying backups with all_tenants. Easy to find out backup belongs
to which tenant.
