cinder backup snapshots

You can snapshot a cinder volume, but to back it up, you must create a new volume from it, back it up, then delete the volume.
It would be very handy to be able to simply backup the snapshot like it was a volume and skip these extra steps.

kfox1111 - this is still as relevent today as in the past. Needed this feature last week and had to work around it. Please reopen it. Its silly to create a duplicate.
