Restoring backups can have a display-name

Currently cinder's restore backup api does not specify a display name for the restored volume. It is always auto-generated as restore-backup-<backup-id> . Specifying a display-name here could create a restored volume with the user specified name.
Currently the only other possible way of doing this is creating an empty volume with required name and then restoring the volume specifying the specific volume id. Specifying a display name as a part of backup-restore api could simplify this process. This parameter will be ignored if a volume id was already specified
