Add the notification for the backup service

When we backup a volume, there is no notification sent to ceilometer to report the stats of the volume backup. This blueprint proposes to add the notification events to the functions of create, delete and restore backup, and the progress notification for the swift backup to indicate how many chunks have been sent to swift.
