Additional information for storage providers which don't allocate space based upon user requested size

For some specific storage backend there is a need to do a distinction between the size of the volume allocated on the backend and the size requested by the end-user.
For these particular storage provider, the size allocated can be different depending on the storage layout architecture requiring additional information sent to cinder to better handle the management of these volumes.
