add volume_type's filter to get-pools
Overview
=======
The get-pools's filter will been supported (Reviews_), but only pool name and primitive capabilities are allowed.
Purpose
=======
Administrators need to get the pool's information filtered by volume type(actually filtered by volume_type's *extra_spec*) more directly.The blueprint is to add a filter-key 'volume-type' to cover this situation.
