Add user and project id when getting a snapshot/backup in cinder

Including user and project id when getting a snapshot or backup.
When we bill and meter for snapshot and backup, we should get the user id and project id , so that we can know who consume them. But now there is no user id when getting snapshot and no user id, project id when getting backup.Also it would be fine to keep consistent in implementations of volume/
