Add quota for single volume.

Add quota items for a single volume. For example, we can limit the number of backups for a single volume. By default a project user can create 10 backups for each volume (in case the quota of total backups not exceeded). The admin can change this quota for some specific volume so these volumes can create more backups than 10.
