Add option --force for cinder replication-promote

This is small improvement for the volume-replication.
The original design is that before running command "cinder replication-promote ", you must detach primary volume from vm, after promte, attach the 'new' primary volume back to vm.(replica become new primary)
If the two volumes are active-active mode, you do not need to detach. So we need to add option " --force" in this case
