Add local tgt to LVM

Currently there is iscsi, iser, lio target for LVM volume. When the instance is in the same host with LVM volume, it's better to use local dev ( eg. /dev/ubuntu50-vg2/volume-9531dcba-16c5-4f1f-8b61-f0043d0b6a15) of lvm volume for high performence. So this blueprint will add a local tgt for LVM Volume.
