Add FibreChannel support to NetApp drivers

The NetApp drivers for the Data ONTAP (Cluster-mode), Data ONTAP (7-mode), and E-series product lines currently support iSCSI. We will be adding FibreChannel support during Kilo (and possibly "L" release) to these drivers.

This work requires a significant amount of refactoring in the drivers, which is captured in another blueprint (https://blueprints.launchpad.net/cinder/+spec/netapp-cinder-driver-refactoring-phase-1).

The refactoring work will go in early in Kilo, and the FC drivers (with the requisite FC CI system) are targeted for Kilo-1.
