Automate testing from -proposed

Uploads of certain packages to the -proposed archive should trigger a full test run on all certified hardware. We can currently do this manually but should add more automation.
Issues to resolve:
* Which packages trigger a run?
* How are the machines selected (those certified on the release to which an upload was made)?
* How do we publish the results?
