Certify with stock Ubuntu OEM enabled systems

For those systems that were enabled by OEM and, therefore, certified for their preinstalled image, we need to be able to certify them in future stock Ubuntu releases.
Tasks:
* Identify the systems that were enabled after 10.04LTS and are not yet certified for stock ubuntu
* Track the bugs that make these system fail certification
* Fix the certification site to allow having a system as enabled for a release and certified for others
