Make Swarm work on multiple versions of android

Swarm will need to be compatible with multiple versions of Android. The cell strength APIs are the major issue here, as Android 1.5-2.0 have different APIs than Android 2.1+. There are also some reports of 2.0 devices having neither of the APIs, which would make swarm unusable for 2.0 devices (Motorola Droid?), but this is unconfirmed.
