Add Vertica driver to ceilometer

We would like store Ceilometer collected data in vertica, which is an online analytics processing database. Vertica is for the most part SQL Compliant. However, there may be a few sqlalchemy tweaks needed to support it.

I am currently researching how SQLAlchemy plugs in to vertica. Once I know more, I will fill out the details of the BP a bit more.

While it looks like doing so would be possible, vertica is not a supported backend for sqlalchemy, and would require quite a bit of work to support (including using this untested library https://pypi.python.org/pypi/vertica-sqlalchemy/0.1). For these reasons, we propose that this blueprint is abandoned in favor of blueprint vertica-storage-driver.
