Remove the disabled_*_pollster options
It's preferable to disable counters rather than pollsters, so remove that option.

Postponed to Havanah to keep backward compatibility. -- jd
IMO, we should always load all pollster plugin. And we enable the pollster periodic task if there are pipeline requires data from the pollster.
But I think we don't need disable the counter, that will possibly makes the pollster implementation too complex.
