If attach a volume to a instance, then record the every volume read and write metering data that collect from the hypervisor.
Adding a new volume poster under the ceilometer/
1. Get the attached volume id from the instance
2. Retrieve the disk path from the cinder by volume id
3. Gain the disk IO data from the hypervisor like libvirt
